(digital cartography for professionals)

The
Bologna Municipality maintains a detailed digital cartography archive of its
territory (SIT). Using an advanced GIS system, each street, civic number,
building, etc. is fully identified and described within the SIT system. From the
Easy!web web site, the user is able to prepare what he or she needs in order to present the project for
City Council approval, be it for a building renovation project or the raising of
a new building: the user can download freely the file of the selected area (in
DXF format); from an AutoCAD workstation the user then designs the new building
in .DXF format which he will then electronically send to the City Council with
the request for the appropriate building license. 5. 6. City Council technicians
would then evaluate the project, and by electronic means comments, modifications
and other communication, if necessary, can be exchanged between the city
technicians and the professional. Once the project is approved and the building
license issued, the Bologna City Council is then able to update its own
cartography archive using the approved project (always in .DXF format).
This new process requires both identification and authorisation certificates:
 | The Bologna City Council can issue the PKI certificates; |
 | The University
(and/or related associations) can issue role assignment certificates to
engineers and architects; |
 | The Bologna City Council can also issue
authorisation (role specification) certificates to engineers and architects. |
Bologna City Council's objective is to let only authorised professionals
freely download the tool, however they must commit not to "re-sell"
the information and to use the cartography tool only for the previously agreed
use.

e-Tendering
|
This application will enable City of
Salford preferred suppliers to access a secure web application and conduct
end-to-end procurement online. Users will be able to do among the following:
 | Ability to respond requests for expressions of interest to tender for new work /
projects |
 | Access relevant information in relation to the invitation to tender
· Submit secure electronic bids |
 | If successful, be provided with an on-line
contract |
 | Be provided with on-line authority to commence the work |
 | Have
access to on-line billing and payment |
The advantages of using this application include:
 | Provide the means of
speeding up the contractual process for businesses and the City Council |
 | Remove some of the bureaucratic burden from businesses thus reducing costs |
 | Develop an innovative and secure method of increasing business transactions
on-line |
 | Form the test bed for wider rollout |
It is the intention that the test phase involve close collaboration with a
small number of key suppliers, with a subsequent roll-out to others across the
region in due course.

Car Rental Fines
|
Online car fine consultation:
Car rental companies will be able to retrieve
information about the fines against their company and notify the City Council
who was the driver on the day the fine was issued. Therefore the company will
not be charged the fine, and instead the fine will be assigned to the driver of
the car. This exchange of information will need guarantees of authentication,
security, and role confirmation.
These car rental companies will need to obtain a digital certificate from a
valid Certification Authority that is able to certify that the company is indeed
a car rental company (for example, the Chamber of Commerce). The car rental
company will then be able to connect to the City Council's car fine consultation
application with the use of an Internet browser and authenticate itself with a
digital certificate. The application will verify if the user who is trying to
connect has the required attribute to do so. Once the permission is verified the
transfer of information will occur in a secure environment.

Digital certificate identification: Yes. The application is prepared for working
with digital certificates as well as with user/password. It is up to the
user if he wants to access the application using one method or the other.
